Planning Permission Granted for Enfield Town Football Club Stadium Expansion
Following their recent promotion, planning permission has been granted for ground infrastructure improvements at Enfield Town Football Club’s Queen Elizabeth Stadium.
Enfield FC faced an exciting challenge; upgrading their Queen Elizabeth Stadium to meet Football Association (FA) requirements while preserving its historic character. The planning approval allows the club to carry out several ground infrastructure improvements and increase capacity by 20%.

Total Grassroots tasked us with meeting FA safety regulations, preserving a Grade II listed building, navigating complex planning requirements, and carefully balancing community impact with club development.
Community engagement has been at the heart of this project from day one. Working alongside Paul Millington, Enfield FC's chair, we've witnessed remarkable community support, exemplified by a successful crowdfunding campaign that raised over £30,000 in match funding. This demonstration of local backing has been instrumental in moving the project forward.
Our comprehensive planning strategy addresses multiple crucial aspects of the development. The safety and capacity analysis includes detailed calculations for spectator flow through turnstiles, walkways, and gangways, ensuring every aspect meets FA compliance standards. We've carefully planned the strategic relocation of existing stands and designed new turnstile facilities to optimise the match-day experience.
The community impact assessment has been equally thorough. Traffic analysis and sustainable travel planning were carried out alongside detailed noise impact studies. The local economic benefits have been explored, and the football club has engaged with the public through surveys, ensuring the development serves both the club and its community.
Heritage considerations have been paramount throughout the planning process. The Grade II listed art deco building at QE Stadium required a heritage impact assessment, which confirms the preservation of the site's historic character.
The benefits for the club include increased spectator capacity, an enhanced match-day experience, and improved facilities that meet FA requirements, ensuring long-term sustainability. The community stands to gain through new job opportunities, increased local business revenue, enhanced sporting facilities, and improved infrastructure.
Now that planning permission has now been granted by Enfield Council, and the project is moving forward. Elite Stands will be taking on the installation of the new stand, bringing together architectural expertise with their stadium construction experience. The enhancements will deliver 400 new seats, create multiple job opportunities, and generate significant local economic impact.
Installation is scheduled to begin in March/April, marking an exciting new chapter in Enfield Football Club's history. This development represents more than just a stadium expansion - it's a testament to what can be achieved when community ambition meets careful planning and design.
